The EuroSouvenir program issues these zero-denomination collector notes under license from the European Central Bank, which grants a specific exemption allowing the word "Euro" and the currency's visual language to appear on items that cannot legally function as money. Oberthur Fiduciaire prints them on genuine banknote paper using security printing methods — watermarks, UV-reactive ink, and microprinting — which is why they feel indistinguishable from circulating currency in the hand.
Kallo's lighthouse, on the Scheldt near Beveren in the Belgian province of East Flanders, marks one of the busiest inland waterway approaches in Europe, feeding traffic toward the port of Antwerp.
