The 0 Euro souvenir note program, administered by UEMB and printed by Oberthur Fiduciaire, operates under a specific exemption: because the denomination is literally zero, these notes are not legal tender and require no central bank authorization, yet they are printed on genuine banknote paper with real security features. Oberthur supplies the substrate and the watermark element — the same infrastructure used for circulating currency.
