The 0 Euro souvenir note program, administered by the Paris-based European Banknote and Finance (PEBF), has no monetary value and no legal tender status anywhere — it is a licensed collectible printed to Eurosystem specifications purely for the tourist and philatelic market. Oberthur Fiduciaire's involvement lends the series genuine security-paper production values, including intaglio printing, which is an unusual level of craft for an object that will never buy anything.
This issue commemorates Vermeer's *Gezicht op Delft*, painted around 1660–61 and now held at the Mauritshuis in The Hague — one of the few Vermeer works to survive with secure provenance.
