The 0 euro souvenir note program launched in France in 2015 under the auspices of the UEVJ, initially sold through newsagents and tourist outlets before expanding across Europe. Oberthur Fiduciaire prints these on genuine banknote paper with a watermark, giving them a tactile credibility that is, of course, entirely deliberate — the notes have no legal tender status anywhere, but they are produced to euro-series specifications precisely to blur that line for the collector market.

Jeanne d'Arc remains one of the most-issued subjects in the series, with multiple towns and institutions commissioning their own variants. Provenance within the program matters: the specific issuing vendor and print run number determine scarcity.
