EuroSouvenir notes are a legitimate collector series issued under European Central Bank authorization, which permits the printing of zero-denomination euro-format notes for tourist and souvenir markets. Oberthur Fiduciaire, one of the major security printers supplying actual euro banknotes, produces these with the same substrate and security features — including the distinctive feel of genuine euro paper — which routinely causes confusion at points of sale across Europe.
The series has no legal tender status anywhere, but that ECB authorization is what separates it from outright novelty merchandise.
