EuroSouvenir notes occupy a peculiar legal niche: they are genuine banknotes in the sense that Oberthur Fiduciaire — a licensed security printer with decades of central bank contracts — manufactures them to banknote specification, but they carry no face value and cannot be tendered for goods. The Canary Islands series, of which this Tenerife issue is part, targets one of Europe's busiest tourist corridors. Oberthur's involvement is not incidental; the collector market demands authentic substrate and intaglio printing, and cheaper alternatives have failed commercially.
