The EuroSouvenir program, launched in 2015 by a consortium of European printers and tourism operators, produces these zero-denomination notes as licensed collectibles — legal in design similarity to the euro but deliberately valueless, exempting them from currency regulations. Oberthur Fiduciaire, one of the few security printers with both the technical approval and the contractual standing to produce them, handles much of the series output from its facilities in Chantepie, near Rennes.
Ireland joined the program relatively early. The notes are printed on genuine banknote paper with security features intact, which is precisely what makes the series interesting to specialists — the production costs are nearly identical to a circulating note.
