Mafate is one of three cirques carved into the volcanic interior of Réunion — entirely roadless, accessible only on foot or by helicopter, and still home to a few hundred permanent residents. It's an odd subject for a souvenir banknote, but that inaccessibility is precisely the draw. Oberthur Fiduciaire produces the 0 Euro souvenir series under license from the European Central Bank, which permits their manufacture as legal novelties provided they carry no redemption value — hence the zero denomination.
