Eurosouvenirs notes are a licensed novelty series produced under agreement with the European Central Bank, which permits their manufacture provided they carry a zero denomination — rendering them legally inert as currency while preserving the visual vocabulary of genuine euro banknotes. Oberthur Fiduciaire, one of the few security printers in France with the technical clearance to handle such work, produces the series to banknote-grade specification, which is part of the appeal for collectors.

Kélonia, the marine turtle research center and observatory in Saint-Leu on Réunion's west coast, is an unusual subject for the format — a regional scientific institution rather than a landmark or administrative symbol.
