Cilaos is one of three cirques carved into the interior of Réunion by volcanic collapse — remote enough that the town was accessible only by foot until a road was finally blasted through in 1932. The EuroSouvenir program, licensed by the European Central Bank, permits these zero-denomination collector pieces precisely because they cannot be mistaken for legal tender. Oberthur Fiduciaire, who print genuine currency for multiple African and Indian Ocean states, produce these on the same security substrate used for real notes — an odd industrial footnote given the entirely souvenir purpose.
