The EuroSouvenir programme, launched under an agreement with the European Central Bank, permits the issue of zero-denomination notes as legal novelty items — they carry the visual grammar of circulating euro banknotes but no monetary value and no legal tender status. Oberthur Fiduciaire, one of the few security printers licensed to produce genuine euro currency, prints these to the same technical specification, including intaglio elements and security thread.

The Ibiza issue is one of several hundred regional and tourist-site editions produced since the programme's expansion in 2017, when commercial licensing to souvenir vendors accelerated sharply across France and Spain.
