Euro Souvenir notes are a licensed collectible program launched in 2015 by the ECS (Euro Collector Series) and distributed through tourist sites across Europe. They carry no legal tender status anywhere, though they are printed to genuine banknote specification by Oberthur Fiduciaire — the same contractor responsible for a significant share of actual euro production runs. The security printing pedigree is real even if the monetary function is not.
Honfleur, the Normandy harbor town, has been one of the more popular subjects in the French regional issues. The 2021 date places this among the later waves of the program, by which point collector demand had made certain site-specific printings genuinely short runs.
