The 0 Euro souvenir note program, administered through licensed distributors across Europe, has since the mid-2010s become a legitimate collecting category in its own right — Oberthur Fiduciaire produces the physical notes to genuine banknote security standards, including the correct polymer substrate feel and UV features expected by collectors. This particular piece commemorates the Zemplín region of eastern Slovakia, historically a county of the Kingdom of Hungary until the post-WWI redrawing of borders under the Treaty of Trianon.

The issuing body, AKKV, operates within the regional collector and cultural association network that sponsors many Central European 0 Euro releases.
