The 0 Euro souvenir note program, administered through licensed distributors and printed by Oberthur Fiduciaire, has no legal tender status anywhere — it is a collectible from inception. This example was issued for Helsingin VPK, Finland's oldest voluntary fire brigade, founded in 1838, predating Finnish independence by nearly eight decades. The brigade's history runs through the Grand Duchy period, the civil war, and the Continuation War, during which it operated under extraordinary civilian pressure.
