The EuroSouvenir program — a licensed souvenir scheme operating under agreement with the ECB — has issued hundreds of these 0 Euro notes since 2015, all printed by Oberthur Fiduciaire on genuine banknote paper with a UV strip and microprinting to match the real thing. This particular note was issued in support of a German charitable campaign focused on homelessness, "Helfen. Bauen. Obdach schenken" translating roughly as "Help. Build. Give shelter." The 0 Euro format was chosen partly because it sidesteps regulations on private money issuance — zero face value means zero legal tender obligation.
