The Euro Souvenir program — administered under license from the European Central Bank — permits official-format commemorative notes with a face value of zero, meaning they are legal curiosities rather than legal tender. Oberthur Fiduciaire prints the entire series at its facility in Chantilly, applying the same OVI ink used in genuine euro production, which gives these souvenirs a security feature most tourist ephemera lack entirely.
