Eurosouvenirs — the European Collector Banknotes Association — introduced the zero-euro souvenir note concept around 2015, licensing Oberthur Fiduciaire to print them to genuine euro security specifications, watermark included. The notes have no legal tender status anywhere, but the decision to produce them on actual banknote paper with real security features was deliberate: it keeps them out of counterfeiting law and makes them substantially more durable than typical tourist paper goods.

The Hauptstadtmarke series is a Berlin-specific commercial imprint within that framework, issued across multiple years with date variants that drive secondary market collecting.
