The Eugen-Richter-Turm is a late nineteenth-century observation tower in Hagen, named after the prominent German liberal politician who died in 1906 — a figure associated with free trade advocacy and fierce opposition to Bismarck's protectionist policies. The EuroSouvenir program, administered under license from the European Central Bank, permits these zero-denomination notes to circulate as legal collector items precisely because they carry no monetary value and therefore sidestep the counterfeiting prohibitions that govern genuine euro issues. Oberthur Fiduciaire, one of the few security printers with continuous banknote production credentials stretching back into the nineteenth century, handles the entire series.
