The Grottes de Bétharram souvenir zero euro program is part of the wider Eurosouvenirs initiative launched around 2015, which leverages genuine security printing — including Oberthur Fiduciaire's intaglio and holographic features — to produce legally unspendable notes sold as collectibles at tourist sites. Oberthur, one of France's oldest and most technically sophisticated security printers, applies the same substrate and anti-counterfeiting processes used in actual banknote production, which is precisely the commercial hook.
Bétharram's caves near Lourdes have drawn visitors since the 17th century. The site is well-established enough to sustain multiple zero euro releases across different years.
