Oberthur Fiduciaire's souvenir zero-euro program, launched in 2015 through the Euro Souvenir initiative, exploits a legal quirk: notes denominated at zero are not legal tender and therefore not subject to ECB production controls, but they are printed to full security-note specifications — UV-reactive inks, microprinting, and an embedded security thread. The result is a collectible that costs more to produce than most circulating low denominations.
This particular issue marks the bicentennial of the 1821 Greek War of Independence. Greece was among the more popular subjects in the souvenir series from the outset, given the weight that 1821 carries in modern Greek national consciousness.
