The 0 Euro souvenir note program was launched by EuroSouvenir in 2015, licensed through the European Central Bank, which permits the use of euro banknote design elements for collector items provided they carry a face value — here, zero — that renders them legally non-negotiable. Oberthur Fiduciaire produces them to genuine security-printing specifications: intaglio printing, security thread, and UV-reactive features identical in construction to circulating issues, which is precisely the commercial point.
This example commemorates the Emilia-Romagna Grand Prix, a race added to the Formula 1 calendar at Imola in 2020 specifically to fill slots lost to the pandemic-disrupted season.
