EuroSouvenir 0 Euro notes are legal tender novelties authorized under a European Central Bank framework that permits member-state treasuries to issue commemorative notes with a face value of zero — technically spendable, practically worthless, and deliberately so. Oberthur Fiduciaire, one of the handful of security printers with ECB approval for the program, produced this piece in France to mark Germany's participation in the Qatar tournament, the first World Cup held in a Gulf state and the first played in November–December rather than the traditional summer window.
