SECE's zero-euro souvenir series has been printed by Oberthur Fiduciaire since the programme's launch, giving the notes genuine security-paper credentials despite having no monetary function whatsoever. This Gardaland issue — one of several Italian theme park releases in the series — was produced during a year when the park itself was closed for extended periods, making the print run's actual distribution timeline more complicated than a standard souvenir release.
