SEAB's 0 Euro souvenir program, produced by Oberthur Fiduciaire, occupies a peculiar legal niche — these notes are printed to genuine euro banknote specifications and carry the visual language of legal tender, but the zero denomination makes them explicitly non-negotiable and therefore exempt from counterfeiting statutes. Oberthur, a serious security printer with deep roots in French banknote production, brings full intaglio capability to what is essentially a licensed collectible. The signature of R. Faille appears as a kind of nominal "governor" credential, a formality borrowed from real currency convention.
