The 0 Euro souvenir series was launched in 2015 by the UECP as a licensed novelty instrument — legal in design terms because a zero-denomination note cannot function as currency and therefore sidesteps European Central Bank regulations on euro reproduction. Oberthur Fiduciaire produces them with the same security features as circulating euro banknotes, including genuine intaglio printing, which is part of the commercial appeal. Futuroscope, the science and technology theme park near Poitiers in Vienne, has been one of the more prolific participants in the program, issuing multiple variants across different years.
