The Euro Souvenir program, administered by MEAP, produces these 0 Euro collector notes as licensed novelties — legal in design terms but carrying no monetary value and never intended for circulation. Oberthur Fiduciaire prints them to the same security specifications as genuine euro banknotes, including intaglio printing and embedded security features, which is precisely the point: the collectibility rests on the authenticity of the substrate and process, not the denomination.
FC Porto's edition joined a catalog that by 2018 numbered in the hundreds of licensed subjects across Europe.
