These zero-denomination notes carry no legal tender status whatsoever; they exist entirely as licensed collector items, produced to ECB specifications on genuine banknote substrate by Oberthur Fiduciaire, the same Rennes-based security printer responsible for a significant portion of actual euro production.
The zero-denomination format was first authorized by the ECB in 2015, specifically to allow tourism-oriented souvenir notes without any risk of circulation as currency.
