The 0 Euro souvenir note program launched in 2015, backed by the European Central Bank's formal tolerance of the format provided the denomination remains zero — making them legal curiosities rather than legal tender. Oberthur Fiduciaire's polymer substrate here is less common across the series than the standard cotton-paper issues, and gives the note a noticeably different hand feel that collectors tend to either appreciate or find incongruous with the souvenir concept.
The Trevi Fountain subject places this squarely in the tourist-market tier of the series, issued for sale at Roman visitor sites.
