The 0 Euro souvenir program, administered under license from the European Central Bank, has been running since 2015 and is produced exclusively by Oberthur Fiduciaire in France. These notes are legal tender in the technical sense — denominated in euro, carrying the ECB authorization — but are manufactured and sold as collectibles with no expectation of actual spending.
