EuroSouvenir notes are collector-issue souvenirs produced under license from the European Central Bank, which permits their manufacture provided they cannot be mistaken for legal tender — hence the "0 Euro" denomination that makes them technically worthless but legally printable. Oberthur Fiduciaire, one of the few security printers authorized to produce them, applies genuine banknote-grade security features including UV-reactive ink and a holographic stripe, which creates the odd situation of a souvenir carrying more anti-counterfeiting technology than many circulating notes from smaller issuing nations.
This "Feliz Páscoa" (Happy Easter) edition was part of the seasonal thematic releases that drove the 0 Euro souvenir market sharply upward after 2015.
