The zero-euro souvenir note program, launched in France around 2015 and quickly adopted across Europe, exists in a legal grey zone: denominated at zero, it carries no monetary value but is produced to legal tender specifications — real security paper, genuine watermarks, printed by licensed banknote manufacturers. Oberthur's involvement lends the series more technical credibility than it deserves commercially, which is precisely what sustains collector demand.

FC Porto's entry in the program reflects the club's outsized commercial footprint relative to Portugal's population — three European Cup wins will do that.
