The zero-euro souvenir note program was formally launched in France in 2015 by Richard Faint's Euro Souvenir company, operating under license from the European Central Bank. Oberthur Fiduciaire prints the series on genuine banknote paper with real security watermarks — the same infrastructure used for circulating currency — which is precisely the point. The format confers legitimacy that a postcard never could.
Étretat's chalk cliffs have drawn collectors long before this note existed, but the souvenir issue is tied to a specific regional tourism push along the Alabaster Coast following renewed international interest in the site after its association with Maurice Leblanc's Arsène Lupin stories.
