The Étretat souvenir zero-euro program is part of a collector series launched around 2015 by Richard Faille's EuroSouvenir operation, which licenses the format from the European Central Bank and commissions Oberthur Fiduciaire to print them using genuine banknote security features — including holograms and UV-reactive inks. These are legal tender in no jurisdiction, but they are printed to the same technical standards as circulating euro notes, which is precisely the point.

Oberthur's involvement gives the series credibility that cheaper tourist souvenir printing cannot match. The Étretat cliffs edition joins hundreds of regional French subjects in the catalog.
