Euro Souvenir's 0 Euro collector notes occupy a curious regulatory niche: they carry a face value of zero, which means they are technically not banknotes under EU law and require no central bank authorization. That loophole is precisely what allows private operators to issue them legally across the eurozone. Oberthur Fiduciaire prints them to genuine banknote specification — same security paper, same intaglio feel — which is the point. The Fado theme places this within Portugal's long-running series of culturally themed issues, fado having received UNESCO Intangible Cultural Heritage status in 2011.
