EuroSouvenir notes are a legal novelty — denominated at zero and therefore technically not legal tender, they sidestep EU regulations that prohibit non-central-bank entities from issuing currency. Oberthur Fiduciaire prints them to full banknote security specification anyway, including intaglio printing and embedded security thread, which is part of the commercial appeal.

Eusébio da Silva Ferreira died in January 2014. This issue appeared six years later, part of a broader wave of Portuguese sporting and cultural commemoratives produced through the souvenir note program.
