The 0 Euro souvenir program was launched in 2015 by Richard Faille, a French entrepreneur who licensed the European Central Bank's permission to reproduce euro-format notes provided they carry a zero denomination and cannot be mistaken for legal tender. Oberthur Fiduciaire — one of the firms that actually prints circulating euro banknotes for several eurozone states — produces the series, which gives these souvenirs a level of technical authenticity unusual for commemorative paper. The watermark is genuine security-grade, not decorative.
The Voletarium, Europa-Park's flying theater attraction in Rust, Germany, opened in 2017, and this note was issued to coincide with the launch.
