The zero-euro souvenir note program was launched in France in 2016 by Richard Faint of Oberthur Fiduciaire, initially targeting tourist sites and cultural attractions. Europa-Park in Rust, Germany became one of the earliest non-French participants, commissioning multiple designs tied to specific attractions within the park. These notes carry no legal tender status anywhere — the denomination is genuinely zero — but Oberthur prints them on genuine banknote paper with a watermark, giving them the tactile credibility that drives the collector market for the series.
