The EuroSouvenir program was launched in 2015 by a consortium of European security printers working with licensed distributors across tourist sites. These zero-denomination notes carry full legal technical specifications — genuine security paper, intaglio printing, and holograms produced by Oberthur — but were never legal tender and required no central bank authorization, an unusual gap in the regulatory framework that briefly puzzled customs officials in several EU member states when the series first appeared.
Oberthur's involvement lends these pieces production standards that exceed many circulating issues from smaller sovereign issuers.
