The "zero euro" souvenir note is a peculiar commercial phenomenon that emerged around 2015, when a French entrepreneur secured permission from the European Central Bank to produce legal-tender-denomination notes at zero face value — sidestepping counterfeit law while exploiting the same security infrastructure used for genuine currency. Oberthur Fiduciaire produces them on proper banknote paper with genuine intaglio printing, holograms, and UV features, which is precisely the point: collectors pay €2–5 for something that looks and feels exactly like a real euro note.
"En el Portal de Belén" suggests a Spanish nativity-themed issue, likely tied to a specific church, museum, or regional Christmas event. The issuer, Eurobillet, acts as the licensing intermediary between venues and the printer.
