The "zero euro" souvenir note is a peculiar commercial phenomenon that emerged around 2015, when a French entrepreneur secured permission from the European Central Bank to produce legal-tender-denomination notes at zero face value — sidestepping counterfeit law while exploiting the same security infrastructure used for genuine currency.
