The zero-euro souvenir note program, administered by Euro Souvenir and printed by Oberthur Fiduciaire in France, produces legal-format collector pieces bearing genuine security features — including the EURion constellation and microprinting — despite carrying no monetary value and no issuing central bank. The Elbphilharmonie Hamburg edition joins a catalog now numbering in the hundreds of individual subjects across Europe.
Oberthur Fiduciaire has printed actual circulating currency for dozens of sovereign states; applying that infrastructure to zero-denomination souvenirs is a commercially shrewd use of certified security printing capacity.
