The zero euro souvenir note program was launched in France in 2016 by Richard Faille, who recognized that the Eurosystem's legal framework placed no restrictions on printing denominations of no monetary value — meaning these could be produced without central bank authorization while still using genuine banknote paper and intaglio security printing.
