The zero euro souvenir note program was launched in France in 2016 by Richard Faille, who recognized that the Eurosystem's legal framework placed no restrictions on printing denominations of no monetary value — meaning these could be produced without central bank authorization while still using genuine banknote paper and intaglio security printing. Oberthur's involvement lends them the same tactile quality as circulating currency, which is precisely the point.
The Dublin issue is one of hundreds of tourist-location variants produced under this scheme. Collectibility is driven almost entirely by print run size, which varies by retailer order and is rarely disclosed transparently.
