Oberthur Fiduciaire prints the series under license from the European Central Bank, which permits the euro-style format and security features on the strict condition that the denomination renders them uncashable.

The Donostia-San Sebastián issue from 2019 capitalizes on the city's dual naming — Basque first, Spanish second — a political ordering that would have been unthinkable in print during the Franco years.
