The 0 Euro souvenir note program, coordinated by UEPG and printed by Oberthur Fiduciaire, began in 2015 as a legal-tender-adjacent collector item — technically issued at face value of zero, sold for several euros, and never intended for circulation. Dole's entry in the series commemorates Pasteur, who was born there in 1822 before his family relocated to Arbois. The town has leaned hard on that association for well over a century.

Oberthur's involvement gives these notes genuine security printing credentials — the watermark is not decorative window-dressing but production-line fiduciary infrastructure applied to what is essentially a tourist product.
