EuroSouvenir notes are legal collector's items produced under license from the European Central Bank, which permits the zero-denomination format precisely to prevent confusion with genuine currency. Oberthur Fiduciaire, one of the few security printers in the world with both intaglio and offset capacity under one roof, handles the bulk of the series — the production quality is indistinguishable from circulating euro banknotes, which is the point.
This particular piece commemorates Diego Maradona, issued in 2021 following his death in November 2020. The 1960–2020 date span is a rare instance where a souvenir note functions as an obituary.
