Eurosouvenirs zero-euro collector notes have been produced under an agreement with the European Central Bank since 2015, which permits the design and sale of zero-denomination notes provided they bear no confusion with circulating currency. Oberthur Fiduciaire prints them with genuine security features — including a holographic strip and UV-reactive ink — to the same technical specification used for legal tender, which is precisely why the program attracted early controversy among central banking officials before the ECB formalized its position.
