The 0 Euro souvenir program, administered by Euro Souvenir and printed by Oberthur Fiduciaire, launched in France in 2015 as a licensed novelty scheme — technically legal tender in denomination but never intended to circulate. Oberthur applies the same security features used on genuine euro notes, including the distinctive feel of intaglio printing, which gives the program its commercial appeal. Each design is issued in a numbered print run, and secondary market prices vary sharply depending on theme and availability.
