Souvenir euros occupy a legal grey zone worth understanding: they are not euro banknotes and carry no monetary value, but they are printed to full security standards by licensed fiduciaire printers — Oberthur in this case — specifically to prevent counterfeiting of actual currency. The irony is deliberate policy. The UEHJ, a federation of twin-town hotels across Europe, commissioned this note as a commercial keepsake tied to La Haye-Descartes, the Indre-et-Loire commune that formally added the philosopher's name to its own in 1967.
Oberthur has produced the bulk of the UEHJ souvenir series since the program's early years, maintaining intaglio-adjacent security features throughout.
