| 备注 |
Oberthur Fiduciaire produced this souvenir note under the EuroSouvenir program, which licenses the zero-denomination format as a collectible printed to genuine banknote security specifications — intaglio printing, security thread, and UV-reactive inks included. The program launched around 2015 and has since issued hundreds of regional and commemorative designs across participating eurozone and non-eurozone countries alike.
The subject here is the Grundgesetz, West Germany's Basic Law adopted on 23 May 1949 — deliberately called a "basic law" rather than a constitution, since its authors intended it as provisional until reunification. That qualifier was quietly dropped after 1990.
